Where no modification to the shoreline is recognized the reference line (shoreline) is delineated at the approximate location of the highest observed water mark ordinary high water (OHW), and where modification is recognized (e.g. Armor, buildings, docks) the reference line is mapped at the toe (lowest shoreward edge) of the modification.
